Jalan2 g opis apak...


Cuti2 aritu sompek gak la g jenjalan opis apak....
Dah lama tringin nak pergi, tapi tak terpergi2 sbb ye la...time bila lg nak pergi, time lain apak pon terlalu sibuk untuk kiterorang kacau, ye la student penuh kan...kelas lagik...Jadi, bila da start cuti sem ni, sesuai la mama & kanak - kanak riang ni nak pergi tgk opis apak tu...hehehehe
Kali terakhir pergi tengok, ms padang jarak padang terkukur lg...5 tahun lepas.

Perjalanan dr umah ke opis apak memakan masa 1 jam. Huhuuuu...Keadaan kat situ panas...terik,...memang boleh rasa lah mentari menyengat kulit!...adeiii....udara die pon bleh rasa bahangnya...agaknye sebab dekat dengan laut agaknye...huhuuu....

Perjalanan nak ke sana unik...tak macam g U lain,...kita bleh tengok lembuuu...boleh tengok kambing...ayam ... taik lembu atas jalan...kerbau...sepanjang perjalanan. Kalau bernasib baik, boleh tengok semua... ha ha ha

Tapi series aaa...dekat 40 km travel, 2 jam sehari, ulang alik, umah-opis-umah huhuuuu....perjalanan agak meletihkan...Ginilah nasib orang yang kene pergi keje...


Nasib orang yang duduk kat rumah macam aku ni lain pula...ye tak?

Resepi Sambal Sotong Sumbat Telur

Bahan-bahan:
Dikisar : bawang merah, bawang putih, cili kering...(tapi kalo pakai serbuk cili babas pon bleh, anggaran dalam 2-3 sudu besar - bergantung pada brapa byk sotong )
halia 2 inci (dihiris)
Sotong
Telur ayam beberapa biji.
Sos tiram (jika suka)
Air asam jawa.
Garam  secukup rasa
Gula secukup rasa
Kicap  (jika suka)

Cara-cara :

Sotong 
Goreng telur ayam , kacau & masak hingga hancur.
Setelah telur hancur tadi sejuk, sumbatkan ke dalam badan sotong yang telah dibersihkan. ( Biasanya aku isi dalam 3/4 penuh )

Sambal+Sotong
Tumis bahan yang dikisar td sampai masak dan garing.
Kemudian masukkan sotong sumbat tadi beserta air asam jawa, sos tiram (jika suka), kicap(jika suka), garam & gula secukup rasa.
Kacau2 & biarkan sehingga masak.



Kari Udang Galah

Bahan-bahan:
Dikisar : bawang merah, bawang putih, cili kering (x byk, sket je)...(tapi kalo pakai serbuk cili babas pon bleh, anggaran dalam 1-2 sudu besar )

halia 2 inci (dihiris)
Serbuk kari -dibancuh dgn air
Air asam jawa pekat.
Tomato
Air
Garam secukup rasa.

Cara-cara :
Tumis bahan2 yang dikisar sampai naik bau.
Masukkan bancuhan serbuk kari & tumis kejap.
Masuk air asam jawa + air + halia
Tunggu mendidih.
Masukkan udang. + tomato
Masak sampai masak.

Alhamdulillah,akhirnya berjaya jugak publish entry kedua sejak naik cuti ni...

Hehehee...Yang sebenarnya sepanjang beberapa minggu ni, dah banyak kali dah diri ni tringin nak update, tapi ade macam2 halangan ...antaranya takde mood... ha ha ha... ( cait! halangan ke alasan ??? )

Sejak cuti ni, mmg sibuk memnyibukkan diri....antaranya :

  • Enjoy & manja2kan diri bersama suamiku & anak2 terchinta di kuantan...


  • Berbuku muka...ha ha ha Facebook walking...jalan2 tgk khabar kawan2...kacao2 orang ha ha ha... merepek sambil mengeratkan silaturrahim secara baik... Alhamdulillah sempat gak berjumpa bertemu entah berapa mata di gathering ringkas di mana semua org committed la nak jumpa & masing bwk potluck...Suka laa dapat jumpa manusia lain, sejak tak pergi kelas, terasa macam kurang komunikasi dengan manusia luar sana selain insan2 sekeliling, heheheee...


  • Tengok cerita drama korea FullHouse ... mmg Dramaton laaaa...2 hari habis the whole episodes... ha ha ha ... sampai skrg lagu ni lekat kt kepala, tringat zaman memuda dulu.... ha ha ha






  • Express trip balik kampung ... sbb dah lama kami tak balik kampung...


  • Jalan sana, jalan sini, jalan situ,...jalan jalan jalan jalan jalaaaaaaaan je keje... ha ha ha ...Tp kurus blom lg, baru turun sket, naik balik...aiseyh,...Sekarang ni dah May,...ingat nak start plan qada' pose la...bukan niat nak kurus eh, tp mmg niat nak qada...


  • Bebaru ni terjumpa lak kawan lama...dah lama dah tringat kat die...skalik die citer die pon dah lama  tringat kat aku...errr...manis mulut saja kaaa atau mmg kisah benar?...Tp kalu betul laaa...suratan ke atau kebetulan? ... korang pernah tak jadik gini?...macam ade telepathy connection gitu...mcm kita bleh pikap the ' feel ' gitu.... eh eh eh , jgn silap sangka,  ni bukan X boipren ke , X crush ke hapa...org ni perempuan...bukan laki ye... heheheee....pelik lak rasa...hmmmmmmmmmmm

Akhirnya..tamat suda semester ke 2

Alhamdulillah....gedebak gedebuk dah officially tamat semester kedua. :)

Sekarang ni dah kat kuantan....ekceli dari minggu lepas lagi...Pas kelas terakhir ahad ptg tu, balik umah (umah parents) trus berkemas n malam tu jugak chowwwwww ke kuantan...

Tak sabar dah menahan rindu nak jejak rumah baruuuuuu...Dari sini (kuantan), pulun siapkan report n send by emel semalam....

Hmmmmmmm...leganyaaaaaa rasa...terasa macam lapang dada ni...lapang kepala ni...lapang semua-semua rasa...HAPPY& Semalam jugak...pas submit report kt emel, g terapi mata n poket kat pasar malam kat indera mahkota...oooo mukan poket saya, poket abang laaaa... kan bang kan?...;P

Tapi tu la...luper lak nak tengok prince william ngan kate kawen...aiseyh, cemana bleh termiss niiii...deiiii...TAPI
Sib bek ade ulang tayang prince william ngan kate kawen dapat tengok la tengok pagi ni...itupun TV kene pow ngan anak2...huhuhuuu...dapat tengok depa akad nikah tu kire ok da la....suke tengok ms depa kat altar tu....(apsal plak la aku ditimpa perasaan feeeling romantik ni...hehehehe)

Malam lak, pas anak2 tido...kami dua ade romantik dinner kt tgh ruang tamu, makan yong tau fu sambil layan citer A-Team....ha ha ha ha lamenye tak hidup sebumbung dating2 ni........ha ha ha ...sekian update terkini. Nanti ku update lagi...insya allah... :)

 Hmmm...tahun ni aku halfly/quaterly -participate utk earth hour, not fully...Tak dapat tutup semua lampu, ade gak bukak lampu, 1-2-3...sbb rasa tak sesuai kalo ade anak2 kecik duk dlm bergelap2...bukan pe, kat rumah ni bertangga,...jadi pepaham je la...kang, tak pasal2 pulak kejadian yang tak patut terjadi...*aku tak nak sebut, kata2 itu doa...kan kan kan ... ;p

"Rare Earth Plant di Pahang"

1. Penduduk sekitar daerah Kuantan dan Gebeng sekali lagi terdedah kepada ancaman sisa radioaktif yang bakal terhasil apabila sebuah Syarikat Australia Lynas Corp. akan membina Pusat Pemprosesan Tanah Jarang [rare earth] yang terbesar di dunia dengan nilai RM 700 juta.

2. Kilang serupa pernah cuba dibina di Bukit Merah Negeri Perak pada tahun 80an [82 - 87] yang lalu, namun mendapat bantahan hebat dari pelbagai pihak kerana ia memberi kesan buruk kepada kesihatan penduduk seperti kanser, leukemia, cacat, malah ada yang meninggal dunia. Sekarang mereka membinanya pula di Pusat Industri Gebeng Kuantan Pahang yang letaknya tidak jauh dari kawasan penempatan awam yang besar di daerah Balok, Beserah dan Pelindung.

3. Malangnya Pengarah Lembaga Perlesenan Tenaga Atom Malaysia, Raja Abdul Aziz Raja Adnan mengatakan kesan radiasinya rendah dan selamatPersoalannya, jika proses menapis tanah jarang [rare earth] ini tidak memberi kesan kepada kesihatan penduduk, kenapa ia dilombong di Mount Weld Australia dan tidak sahaja ia diproses di Perth Australia? Kenapa perlu pindahkan ke Gebeng Kuantan melepasi 2500 km jauh jaraknya.


4. Saya difahamkan seorang pengamal perubatan dan ahli toksilogi, Dr Jayabalan A Thambyappa, yang pernah merawat beberapa pesakit di Bukit Merah, beliau sendiri kurang yakin dengan kenyataan itu. “Perkataan 'rendah' adalah semata-mata persepsi - ia adalah karsinogen,”


5. Saya melihat projek seperti ini sangat mengundang risiko kepada tahap kesihatan masyarakat kita kerana Pusat Industri Gebeng letaknya berhampiran dengan Taman Perumahan penduduk. Sisa buang yang akan tersalur ke sungai akan memberi kesan radioaktif kepada masyarakat. Apakah seluas-luas gurun di Australia tidak mencukupi untuk membina kilang seperti ini jika ia benar-benar didakwa selamat.

6. Berikut adalah kronologi penetangan Asian Rare Earth (ARE) di Bukit Merah, Ipoh sehingga penutupannya pada 19 Januari, 1994.

1979
November: Syarikat Asian Rare Earth (ARE) dibentuk untuk mengekstrak itrium (sejenis unsur nadir bumi) daripada monazit. Pemegang saham utamanya ialah Mitsubishi Chemical Industries Ltd (35%), Beh Minerals (35%), Lembaga Urusan dan Tabung Haji (20%) dan beberapa peniaga bumiputera (10%). Pihak ARE telah mendapatkan pandangan dari Pusat Penyelidikan Atom Tun Dr. Ismail (Puspati), Kementerian Sains, Teknologi dan Alam Sekitar mengenai sisa buangan radioaktif yang dihasilkan melalui pemerosesan monazit. Adalah diputuskan, sisa buangan itu yang menjadi milik kerajaan Negeri Perak akan disimpan kerana berpotensi sebagai sumber tenaga nuklear.

1982
Jun: Penduduk Parit, Perak mendapat tahu kerajaan telah memilih kawasan seluas sembilan ekar, kira-kira 6 km dari penempatan mereka untuk dijadikan tapak penimbunan sisa radioaktif syarikat ARE.
30 Jun: Ekoran bantahan hebat daripada jawatankuasa penduduk serta lain-lain pertubuhan politik dan sosial, kerajaan membatalkan cadangan itu dan kemudian mula mencari tapak baru.
11 Julai: Kilang ARE mula beroperasi di KM 7.2, Jalan Lahat di Bukit Merah.


1983
November: Penduduk Papan (kira-kira 16 km dari Ipoh) mendapat tahu ARE sedang mengorek lubang berhampiran tempat kediaman mereka untuk dijadikan tapak buangan sisa radioaktif. Tapak itu merupakan pilihan kerajaan.

1984
24 Mei: Kira-kira 6,700 penduduk Papan dan pekan-pekan yang berhampiran menandatangani satu surat bantahan dan menghantarnya kepada Perdana Menteri, Menteri Besar Perak, Menteri Kesihatan serta Menteri Sains, Teknologi dan Alam Sekitar.

31 Mei: Seramai 200 penduduk Papan membantah tapak pembuangan yang dicadangkan. Mereka menyekat jalan yang menuju ke tapak itu.

5 Jun: Perdana Menteri berkata, kerajaan telah mengambil segala langkah berjaga-jaga untuk memastikan keselamatannya dan menegaskan pembinaan tapak buangan radioaktif di Papan akan diteruskan.

18 Jun: Kira-kira 300 penduduk Papan sekali lagi mengadakan tunjuk perasaan sebagai membantah tapak buangan yang dicadangkan.

28 Jun: Menteri Sains, Teknologi dan Alam Sekitar, Datuk Amar Stephen Yong berkata, tapak buangan Papan adalah selamat kerana dibina mengikut piawaian yang ketat. Beliau mencabar pengkritik supaya membuktikan tapak itu boleh mengancam kesihatan dan alam sekitar. Sementara itu, ARE meneruskan operasinya dengan menimbun sisa torium di sebuah kawasan terbuka dan kolam berhampiran kilang itu.

1 Julai: Kira-kira 3,000 penduduk termasuk wanita dan kanak-kanak mengadakan tunjuk perasaan secara aman sebagai membantah tapak buangan tersebut.

4 Julai: Seramai 2,000 orang penduduk terus mengadakan tunjuk perasaan meskipun Ketua Polis Perak memberi arahan supaya bersurai.

18 Julai: Pembentukan Jawatankuasa Bertindak Bukit Merah, terdiri daripada penduduk Bukit Merah, Lahat, Menglembu dan Taman Badri Shah, sebagai tanda sokongan kepada penduduk Papan. Sahabat Alam Malaysia (SAM) menghantar satu memorandum kepada Perdana Menteri memaklumkan paras radiasi yang tinggi telah dikesan dikawasan kolam terbuka berhampiran kilang ARE di Bukit Merah. Satu bacaan yang dicatat oleh pegawai-pegawai SAM sewaktu berkunjung ke situ ialah 43,800 milirem/tahun. Paras ini melebihi 88 kali paras maksimum yang ditetapkan oleh Suruhanjaya Antarabangsa bagi Perlindungan Radiologi (ICRP) untuk orang ramai.

29 Ogos: Michael O ‘Riordan dari Lembaga Perlindungan Radiologi Kebangsaan British dijemput oleh kerajaan untuk memeriksa tapak buangan toksik di Papan.

19 September: Sekumpulan tiga orang dari Agensi Tenaga Atom Antarabangsa (IAEA) Pertubuhan Bangsa-bangsa Bersatu mengunjugi tapak buangan di Papan atas jemputan kerajaan Malaysia. Mereka mengisytiharkan tapak buangan itu tidak selamat.

5 Oktober: Dr William Cannell, seorang ahli fizik dan penganalisis kesihatan menerima jemputan penduduk Papan untuk melawat tapak buangan tersebut. Hasil pemerhatian beliau mendapati kerja-kerja kejuruteraan yang dijalankan oleh syarikat terbabit sangat buruk.

21 Oktober: Seorang pakar dari Amerika dan bekas ahli jawatankuasa Akademi Sains Kebangsaan Amerika bagi kesan-kesan Biologi Radiasi Mengion (BEIR), Dr Edward Radford, atas jemputan penduduk Papan, membuat tinjauan di tapak buangan sisa itu. Beliau dapati tapak itu tidak sesuai sementara lubang-lubang yang digali mempunyai dinding yang nipis atau sudah merekah.

7 November: Seorang pakar buangan sisa industri dari Jepun, Dr. Jun Ui, menerima jemputan penduduk Papan untuk memeriksa tapak buangan ARE. Beliau juga mendapati tapak itu tidak sesuai dijadikan kawasan penimbunan sisa berbahaya.

28 November: Kabinet membincangkan laporan-laporan yang diserahkan oleh dua badan kawalan. Laporan yang dikemukan oleh Lembaga Perlindungan Radiologi Kebangsaan British (NRPB) berkata, penduduk hanya akan selamat jika faktor-faktor tertentu diberi perhatian oleh kerajaan Perak dan syarikat ARE. Laporan kedua oleh IAEA pula berkata, lubang-lubang yang dibina tidak memenuhi syarat-syarat yang ditetapkan.

9 Disember: Lebih 1,500 penduduk di Papan mengadakan mogok lapar selama sehari sebagai membantah keputusan kerajaan untuk meneruskan rancangan menempatkan tapak buangan sisa di Papan. Penduduk Bukit Merah membawa masuk seorang pakar radiasi dan genetik dari Jepun, Profesor Sadao Ichikawa untuk mengukur paras radiasi di kawasan terbuka dan kolam berhampiran kilang ARE. Beliau dapati paras radiasi di situ terlalu tinggi malah paras tertinggi yang dicatatkan melebihi 800 kali paras yang dibenarkan.

12 Disember: Timbalan Perdana Menteri, Datuk Musa Hitam menunjukkan minat secara peribadi terhadap perkembangan isu Papan ini. Beliau mengunjungi tapak buangan tersebut.

1985
11 Januari: Selepas mesyuarat kabinet yang dipengerusikan oleh Timbalan Perdana Menteri ketika itu, Datuk Musa Hitam, kerajaan mengambil keputusan memindahkan tapak buangan sisa ke Mukim Belanja di Banjaran Kledang yang terletak kira-kira 5 km dari Papan dan 3 km dari Menglembu.

1 Februari: Lapan orang penduduk, bagi pihak diri mereka sendiri dan penduduk Bukit Merah membuat satu permohonan di Mahkamah Tinggi Ipoh menahan ARE daripada mengeluar, menyimpan atau menimbun sisa radioaktif di sekitar kampung tersebut.

Akta Perlesenan Tenaga Atom 1984 dikuatkuasakan. Ia memastikan pengendali bahagian pemasangan nuklear (termasuk kerajaan) bertanggungjawab terhadap ancaman nuklear. Lima ahli Lembaga Perlesenan Tenaga Atom (AELB) dibentuk di bawah Akta itu, dengan perwakilan dari Puspati, Kementerian Kesihatan serta Kementerian Sains, Teknologi dan Alam Sekitar.

14 Oktober: Hakim Anuar Datuk Zainal Abidin di Mahkamah Tinggi Ipoh memberikan kepada penduduk Bukit Merah perintah menahan dan menghentikan ARE daripada mengeluar dan menimbun bahan sisa radioaktif sehingga langkah-langkah keselamatan yang secukupnya diambil. Lebih daripada 1,500 penduduk Bukit Merah hadir di mahkamah untuk mendengar keputusan itu.

1986
22 September: ARE mendakwa ia telah membelanjakan lebih RM2 juta untuk meningkatkan langkah-langkah keselamatan (sepertimana yang dikehendaki oleh perintah mahkamah), diikuti oleh piawaian IAEA. Ia menjemput pakar tenaga atom dari Amerika, Dr E.E. Fowler (Bekas kakitangan IAEA) untuk mengunjungi kilang berkenaan. Menurut beliau, paras radiasi berhampiran kawasan pembuangan yang disediakan oleh ARE memenuhi piawaian ICRP dan beliau dapati kilang itu selamat untuk beroperasi.

5 Oktober: Kira-kira 3,000 penduduk Bukit Merah dan kawasan sekitarnya mengadakan tunjuk perasaan terhadap rancangan ARE untuk menimbun sisa radioaktif di tapak kekalnya di Banjaran Kledang.
28 Oktober: Profesor Sadao Ichikawa dalam kunjungan kali keduanya ke Bukit Merah mendapati paras radiasi di sekitar kilang ARE masih melebihi paras yang dibenarkan. Beliau dilarang masuk ke dalam kilang itu.

16 November: Sekumpulan penyiasat dari AELB memeriksa beberapa buah tapak buangan sisa torium yang dilonggokkan secara haram di Bukit Merah. Mereka dibantu oleh bekas kontraktor ARE, Ng Toong Foo yang pernah membuang sisa di situ. Bacaan di salah sebuah tapak ialah 0.05 – 0.10 milirem/jam (iaitu 438 - 876 milirem/tahun) melebihi paras keselamatan maksimum 0.057 milirem/jam yang ditetapkan oleh ICRP.

26 November: Perwakilan dari tujuh kawasan (Bukit Merah, Lahat, Taman Badri Shah, Menglembu, Papan, Falim dan Guntong) membentuk sebuah jawatankuasa Anti-Radioaktif Perak (PARC).

8 Disember: Menteri di Jabatan Perdana Menteri, Encik Kasitah Gadam berkata hasil pemeriksaan AELB di dua tapak buangan haram Bukit Merah mendapati paras radiasi di situ adalah selamat. Menurutnya, sungguhpun AELB mendapati paras radiasi di situ melebihi paras normal, ini tidak membahayakan kerana tapak-tapak itu sangat sedikit bilangannya.

1987
6 Februari: Tanpa mempedulikan perintah Mahkamah Tinggi Ipoh kepada ARE supaya menghentikan operasi, AELB Malaysia memberikan lesen kepada ARE supaya meneruskan operasinya.

10 April: PARC menjemput 14 pakar asing untuk datang ke Bukit Merah-pengasas-pengasas Institut Antarabangsa bagi Kepentingan Awam di Kanada, Dr Rosalie Bertell; Setiausaha Pusat Keselamatan Industri dan Kepentingan Alam Sekitar di India, V.T. Pathmanaban; dan Presiden Institut Kesihatan dan Tenaga di Amerika Syarikat, Kathleen Tucker merupakan antara mereka yang dilarang memasuki kawasan ARE. Dalam satu forum yang berlangsung di Bukit Merah, pakar-pakar itu membuat kesimpulan bahawa ARE mendedahkan pelbagai ancaman kesihatan yang serius.

12 April: Kira-kira 10,000 orang penduduk berarak di Bukit Merah sebagai membantah operasi yang dijalankan semula oleh ARE.

24 Mei: Kira-kira 300 orang penduduk diperintahkan bersurai oleh anggota Unit Simpanan Persekutuan (FRU) berhampiran ARE. Lebih 20 orang, termasuk tiga wanita mengalami kecederaan dalam dua pertelingkahan pada hari itu. Seramai 60 orang ditahan oleh pihak polis. Semua kecuali enam dibebaskan kemudian selepas disoal-siasat. Keenam-enam pemuda itu dibebaskan seminggu kemudian di mana pihak polis tidak mengenakan sebarang tuduhan. 23 Julai: Seorang doktor Kanada, Bernie Lau, diupah oleh PARC untuk meletakkan alat pengesan gas radon di luar kilang ARE. Beliau berjaya mengesan sejumlah gas radon dibebaskan daripada kilang itu.
Terdahulu dari itu, Menteri Sains, Teknologi dan Alam Sekitar Datuk Amar Stephen Yong berkata, kerajaan berpuas hati dengan laporan penilaian kesan alam sekitar bagi tapak buangan kekal yang dicadangkan itu. Penilaian itu dijalankan oleh ARE bersama beberapa orang pegawai Kementerian.

7 September: Perbicaraan saman yang dikemukakan oleh lapan orang penduduk Bukit Merah terhadap ARE bermula di hadapan Hakim Peh Swee Chin di Mahkamah Tinggi Ipoh. Sebagai mengetengahkan nasib mereka, para penyokong PARC berjalan sejauh 8 km dari Bukit Merah ke Ipoh. Polis menyuraikan tunjuk perasaan mereka berhampiran Menglembu. Sembilan orang ditahan tetapi dibebaskan setelah diikat jamin. Kira-kira 1,000 orang hadir di mahkamah sebagai menunjukkan sokongan mereka.

11 September: Para penduduk berarak dari Bukit Merah ke Mahkamah Tinggi Ipoh pada hari terakhir perbicaraan. Jumlah mereka yang hadir dianggarkan 3,000 orang.

18 September: Penduduk Bukit Merah mengemukakan permohonan perbicaraan kerana menghina mahkamah terhadap ARE memandangkan ia melanggar perintah menahan operasi yang diberikan oleh Mahkamah Tinggi Ipoh kepada mereka pada tahun 1985.

27 Oktober: Lebih 100 orang yang ditahan di bawah Akta Keselamatan Dalam Negeri (ISA). Di antaranya termasuklah pengerusi PARC, Hew Yoon Tat; timbalannya, Hiew Yew Lan; (bekas) setiausaha PARC, Lee Koon Bun; ahli jawatankuasa, Phang Kooi Yau dan peguam Pengguna Pulau Pinang (CAP) yang mewakili plaintif Bukit Merah, Meenakshi Raman. Merek dibebaskan selepas dua bulan.
November: ARE mula membina tapak buangan kekal sisa toksik di Banjaran Kledang.

25 Januari: Perbicaraan disambung semula.

13 Februari: Perbicaraan tamat selepas berlansung selama 65 hari dan berlanjutan lebih 32 bulan.

11 Julai: Penduduk Bukit Merah memenangi kes saman terhadap ARE. Mahkamah mengarahkan penutupan kilang ARE dalam tempoh 14 hari. Pihak ARE pula mengumumkan ia akan membuat rayuan di Mahkamah Agung.

23 Julai: ARE mengemukan rayuan di Mahkamah Agung berhubung perintah Mahkamah Tinggi Ipoh supaya operasinya dihentikan. Pengerusi PARC Hew Yoon Tat dan salah seorang plaintif dalam saman terhadap ARE, Lau Fong Fatt menemui kakitangan atasan Mitsubishi Chemical di Jepun. Mereka diberitahu ARE mengemukan rayuan tanpa kebenaran syarikat itu.

24 Julai: Berikutan permohonan ex-parte oleh ARE, Hakim Besar Mahkamah Agung menahan (sehingga perintah selanjutnya) perintah Mahkamah Tinggi Ipoh kepada ARE supaya menghentikan operasinya.

3 Ogos: Lebih 2,000 orang dari Bukit Merah hadir di Mahkamah Agung untuk mendengar rayuan ARE terhadap perintah Mahkamah Tinggi Ipoh yang menggantung operasinya. Bagaimanapun, hakim-hakim Mahkamah Agung Menangguhkan perbicaraan kepada 5 Ogos kerana ‘tekanan oleh mereka yang berpiket di luar mahkamah.’

5 Ogos: Mahkamah Agung membenarkan permohonan ARE untuk menolak perintah Mahkamah Tinggi yang meminta ARE menghentikan operasinya berikutan rayuan syarikat berkenaan. Menurut hakim-hakim itu, penutupan tersebut akan menyulitkan kilang dan 183 pekerjanya.

Malaysians now are familiar with rare earth and the problem of radioactive waste after what happened in Papan. Lynas, however, argues that its radioactive levels are safe (see response below).
The firm appears to have engaged public relations firm Fox Communications to handle the Malaysian public.
Lynas had a concentrate plant in China but the firm moved that back to Australia, where it owns large rare earth deposits. If the raw materials are in Mt Weld, why would it choose Kuantan for the site for its ‘advanced’ processing plant?
Let’s look at the reasons given by Lynas for choosing Kuantan:
Lynas owns the richest deposit of Rare Earths in the world at Mt Weld, 35km south of Laverton in Western Australia. A feasibility study has been completed on the Rare Earths deposit and all Australian approvals required for project development have been received.
In past years, Lynas has observed a trend in Chinese Government policy decisions which is leading to an increase in Government control of the Rare Earths industry in China and the tightening of supply due to the imposition of mining production quotas, and the reduction and restrictions on trading of the existing export quota. These policy decisions have followed the removal of VAT rebates for exports of Rare Earths oxides and an increased enforcement of China’s stringent environmental standards which resulted in the closure of non-compliant Rare Earths plants.
Shortly after the introduction of production quotas in China the company determined it was prudent to investigate potential sites other than China that would be suitable for the company’s proposed processing plant for Mt Weld ore. The drivers for this decision were the:
* Increasing Government control of the Rare Earths industry in China, thereby increasing the project risk for our plant
* Escalating operating costs in China due to the Government policies noted above, and also inflation affecting cost of reagents, utilities and labour
* Favourable tax environments available in alternative countries
* Opportunity to reduce cost base denominated in Renminbi, and thereby benefit from a strengthening Chinese currency
The first stage was to relocate the concentration plant from China back to Mount Weld, and the next phase was to develop an Advanced Materials Plant to process the concentrate through to the final product.
Following a detailed evaluation of several possible sites, Kuantan, in the state of Pahang, Malaysia, was chosen for its favourable investment climate, the high quality workforce, the excellent infrastructure servicing the proposed site and the readily available reagents used by the Plant.

Lynas has been granted the “strategic pioneer status” by the Malaysian Industrial Development Association (MIDA), which has a number of associated benefits including a 12 year tax free period.
On top of all the infrastructure made available, Lynas gets 12 years tax free. How generous of Mida!
Lynas makes it sound as if we should be honoured it chose Malaysia. The status of construction can be found here. The plant, which is being built at the Gebeng Industrial Estate, Kuantan, will have an initial annual capacity of 11,000 tonnes of rare earth oxides.
Meanwhile, China, which accounts for 97 per cent of global production, is tightening its environmental regulations. Does Malaysia have similar environmental standards – and crucially the monitoring and enforcement – to protect the environment and surrounding communities?
This is what Cindy Hurst wrote for the Institute for the Analysis of Global Security (IAGS) in March 2010.
New regulations to protect the environment
China does not have pollutant discharge standards for the rare earth industry. Environmental issues behind the mining of rare earth elements are a huge concern. The differences between Western mining efforts and those seen in China today are staggering. Aware of the problem, the local government is reporting to be trying to find ways to improve the situation.

In July 2009, the Ministry of Environmental Protection organized the “Rare Earth Industry Pollutant Discharge Standards.” These new standards will hopefully “eliminate backward production abilities and promote the upgrading and updating of China’s rare earth industry.”
The Ministry of Environmental Protection set discharge standards for six types of atmospheric pollutants – sulfur dioxide, particles, fluoride, chlorine, hydrogen chloride, and sulfur trioxide. For water pollutants, discharge standards were set for 14 types of pollutants, including fluoride, total phosphorous, total carbon, total nitrogen, and ammonia nitrogen. In many southern regions with lakes, the new standards implement special discharge limits for ammonia nitrogen discharge concentrations. These new standards are split into two parts, one part for existing enterprises and the other part for newly built enterprises.

Under the new standards, rare earth enterprises are required to increase their investment in environmental protection and improve production technologies and costs.
Of course, whether or not these new standards are ever successfully fully implemented remains to be seen. Based on China’s production of 150 tons of rare earth elements, the cost for producers to implement some of the environmental protection efforts would be 1.1 billion yuan ($161 million) and there would be additional annual environmental protection costs of about 280 million yuan ($41 million) for the concentration of water pollutants discharged industry-wide. This would add a cost of 1,000 to 1,500 yuan ($145 to $220) to production for every ton of product.59 If producers believe their investments toward meeting these standards are not secure and the Chinese government does not provide some type of financial incentive, the Chinese government might be hard pressed to fulfill these standards.

Only time will tell if cleaning up the environment in China is achievable.
China has a history of pressing forward in its economic ventures with no regard for the environment. China could easily create more stringent environmental regulations as a front to cover up its poor image. If China were to place environmental issues and regulations high on the priority list, it would mean higher costs to run the industry and less production. This could force the international community to push hard for alternatives, potentially hurting China’s superior status in the rare earth industry. China is able to operate its rare earth mines at one third the cost in part because of the country’s lax environmental standards. Additionally, efforts to clean up China’s environment will require government funding and increased oversight, and would likely cost billions of dollars. According to renowned Australian rare earths expert Dudley Kingsnorth, “I think it will be at least 10 years before China will match our standards.”
How about Malaysian standards? What’s more, it’s one thing to have stringent environmental standards and quite another to have tight monitoring and enforcement and strong penalties.  What has Malaysia’s record in punishing environmental violators been like?

This is Lynas’ response posted on a Facebook site addressing some of the concerns:
Dear Writestreet,
First of all, I would like to note that this is an official Lynas response to your blog, ‘Lynas Outfoxed’.
The people at Lynas have a strong set of values, these include operating in an honest, candid and transparent manner, as well as always to respect and contribute to the communities in which we live. Therefore we feel an obligation to respond to your blog to address some statements within your blog which Lynas believe are factually incorrect statements, statements which are taken out of context, and statements which are misleading.
The session you described was organised and chaired by Perbadanan Kemajuan Negeri Pahang (PKNP), not Lynas. The Department of Environment (DoE), The Atomic Energy Licensing Board (AELB), and Nuclear Malaysia (NM) were not guests, they were there to present detailed explanations of the processes they undertook in studying the Lynas project, to present their findings and approvals on the project, and to explain their ongoing role in monitoring the operation. A final presentation was given by the Executive Chairman of Lynas.

Your statement “The Lynas guys said the level of radioactivity was not as bad as the situation in Bukit Merah, Ipoh when the Asian Rare Earth was processing rare earth” fails to state that the DoE, the AELB and NM also stated this. The raw material from Mount Weld in Australia is not the same as that processed at Bukit Merah. The Asian Rare Earth raw material was tin mining tailings. This contained high levels of thorium, which was the source of the radiation. The Lynas operation will use a raw material that has naturally low levels of thorium (50 times lower than the tin tailings used by Asian Rare Earth). This is due to the unique geology at Mount Weld. As a result, the Lynas raw material is safe, non-toxic and non-hazardous.

The radioactive level of Lynas residue is only 1/300th of the Asian Rare Earth residue (1900 vs 6.7 Bq/gram). The material processed at Bukit Merah could not be processed in Australia, Malaysia, or China today. Lynas have approvals to process the Mount Weld raw material in Malaysia, China and Australia (all of these approvals are open for inspection by appointment at our office in Gebeng). I will come back to why we chose Malaysia.

Lynas was well aware of Dr. Jayabalan’s presence and we were pleased he had an opportunity to ask questions to the approval authorities and to Lynas – this is in line with our values. We respect his experience at Bukit Merah.
Allow to me comment on your “excerpts of what was said that day”:
“The rare earth is being brought in from Mount Weld in Australia through Kuantan port, processed in Gebeng, and then taken back to Australia”.
This is incorrect. Concentrate shall be brought in containers from Mount Weld in Australia through Kuantan Port. It will then be processed at our Plant in Gebeng. The products will then be exported to Japan, Europe and the US. Malaysia is an excellent distribution hub.
“Why bring the rare earth to Malaysia, why not processs it in Australia? The skills and engineering requirement cannot be met by the human resource in Australia and there is no open space in Australia for such a plant”.

Your reported answer to this question is not what was presented by Lynas. Lynas obtained all approvals for this project in Australia. However, Australia does not have the industrial infrastructure required for this project as can be found at Gebeng, Malaysia. Lynas could not find in Australia a location that has established industrial land, local production of required industrial chemicals, gas, electricity and a plentiful supply of water for the plant. Lynas had previously obtained approvals for this plant in China. However, the Chinese government imposed export limits on all final products as well as imposing export taxes. Lynas was not willing to invest in China and then to have the export of final products controlled by the Chinese government. Lynas subsequently identified Malaysia as the best global location for this plant. It is a credit to Malaysia that there are great port facilities, industrial land, good chemical supplies, reliable utilities, a clear legal framework, strict and clear regulations, good education standards at secondary, technical and university levels and a government with a vision for value added industry.

“Is the waste product radioactive? Various answers were given at various points in time – technically it is not radioactive; the radioactivity level is 300 less than that in Bukit Merah; yes, it is radioactive”

Allow us to clarify. There are three residues produced by the plant. The low level of naturally occurring radiation only goes to one of these residues, not the other two. Nuclear Malaysia presented on the levels of naturally occurring radiation we are all exposed to every day, and provided the following information on annual radiation exposure, in mSv/yr, in every day human activities:
• Smoking a pack of cigarettes daily 150
• Medical or dental x-ray 0.39
• Living in a masonry home 0.07
• Sleeping next to someone for 8 hour 0.02
• Watching television 2 hour daily 0.01
• Air travel, every airborne hour 0.005
• Using a computer terminal 0.001

On average a person receives exposure to natural radiation of 2.4mSV/annum from the environment in which we all live. People emit radiation, which is why sleeping next to your husband or wife increases you exposure to natural radiation by 0.02 mSv/year.
The radioactive level in the residue containing the low level of naturally occurring radiation is safe. The safe level is established and monitored by the Malaysian authorities based on Malaysian standards. Malaysian standards are identical to Australian and international standards. The standard sets the additional exposure limit for the public at 1 mSv/year and 50mSv/year for workers, this is in addition to the background radiation around us. At these levels, there is no risk to health. In the case of the Lynas Advanced Materials Plant, the public exposure will be zero, whereas the average exposure for an employee at the Lynas Advanced Material Plant will be only 0.2mSv/year.

“What will happen to the waste once you decide to close the plant – are you going to ship it back to Australia? No answer given. They didn’t want to talk about the waste at all.”
The authorities presented information on residue management during the session:
1. The Radiological Impact Assessment completed by NM on the storage of these residues shows them to be safe and pose no risk to the public. However, Lynas has taken the additional safety steps of placing these residues in safe, reliable engineered storage cells that are designed so that there is no possibility for any leakage of material into the environment. These storage cells are monitored and regulated by both Lynas and the AELB to ensure full compliance within the approval conditions.

2. To ensure long term sustainability of our operation, Lynas is committed to convert the residues into safe, saleable industrial products. The two products which do not contain the naturally occurring radiation have been identified for gypsum applications. For the residue containing the low level naturally occurring radiation, Lynas has already embarked on a programme of research and development to use the residue in safe by-products. The R&D is being undertaken together with the local universities, Nuclear Malaysia, and Australian Nuclear Science and Technology Organization (Ansto). The progress of this R&D is being reported to the AELB and DoE.
3. What will happen if no application can be found for the residue? Lynas is subjected to strict conditions by the AELB. One of the conditions refers to the end of life of the plant and Lynas must obtain a decommissioning license which includes the safe storage of any of the remaining residues. Lynas has agreed to place funds with the Malaysian government to ensure safe management of any remaining residues as required by the AELB.
“In the case of a problem during waste handling, an accident, contamination, etc, what will happen? We do not anticipate any problem at all.”
We have discussed residue management above. The Lynas Country Manager explained the standard procedure should a container of raw material be involved in an accident causing a spillage. These are standard procedures used by many industries. Remember the Material Safety Data Sheet compiled by independent experts show the Mount Weld raw material is safe, non-toxic and non-hazardous.
With regard to the relocation of the proposed plant – Lynas was initially directed by MIDA to locate in Kemaman in 2006. Lynas designed the plant for the specific Kemaman location. Lynas obtained all approvals required by the authorities for this location including AELB, DoE and Majlis Perbandaran Kemaman (MPK) approvals. While waiting for the Terengganu government to allocate the land, Malaysian Industrial Development Authority (MIDA) asked Lynas to consider relocating to Gebeng, to which Lynas agreed.
Your statement “Rare earth in itself is not dangerous but once you process it, it releases radioacvitve gases and the waste is radioactive” is incorrect. It is other elements contained within the minerals of the raw material, specifically thorium, which is radioactive. It is the thorium that goes to one of the residues as discussed above. It is for this reason why the starting raw material is so important when processing to produce these products. The fact that the Mount Weld raw material contains such very low levels of thorium makes it safe, non-toxic and non-hazardous.
The Lynas Advanced Materials Plant is designed to the world’s best practice and meets all of the safety and environmental standards for Malaysia as well as Australian and International standards. The authorities (e.g. AELB and DoE) monitor the operation closely to ensure full compliance.

Last holiday...cuti sekolah 1 minggu, kami sekeluarga ke kuantan. Ahad tu mama takde kelas, so sabtu tu jugak , mama trus kemas lepas balik dr kelas...dan mlm tu jugak bergerak ke kuantan. Jumaat tu kami kene balik KL sebab mama ade kelas...Antara hajatnya, nak pergi ke hari terbuka TUDM, sebab nak bwk budak2 ni tengok helikopter...tp rupernya2 hari terbukanya dah tutup.
